Description: How often in milliseconds a Hub node scans for sites whose client certificate is approaching expiry and requests a renewal cycle. Every node runs the scan; the cycle itself is per-owner and the cluster-wide at-risk alert is mutex-gated to one node. Hourly is ample against a renewal window measured in days.
