I try to start a channel using the Management API in a non-prod environment but I get this error:

Management API start channel request ignored - A developer license is installed on this server

Why does this error occur? How can I test the Management API in a non-prod environment?

You are correct that the Management API cannot be used in a Development environment. However, it is available for testing in a Test environment.

To clarify, each license—except for a Development License—can be installed in both Production and Test environments.
