How should the Error Management Base URL be configured?

Under the Advanced options of the System Configuration, there is an Error Management Base URL that can be configured.  How should this be configured and how is it used?

Error Management Form Base URL is used to allow links from error emails to load a error form. This should be configured with the IP address or hostname of the qvera server.

http://qveraserver.domain.com:{port}
