QIE requires full access to the home directory used by qvera. This is typically "C:\PROGRAMDATA\QIE" but is configurable and can be changed. To verify the location open the QIE Service Manager from the start menu and go to the "Java" tab. The home will be listed under the "-Dqie.home=" option.
