Are there any auditing criteria for Meaningful Use Core Measures to make sure they have been successful?

We use the QIE to send our Transition of Care referrals automatically out of GE.  There is auditing criteria available for Secure Messaging to validate that Core Measure 15 has been met, however, I have not been able to find any such criteria to validate the success of the automatic method.  We have been testing direct referrals from Meditech to GE and are not finding a way to close the loop to validate if it has been successful.  The MUActivityLog will track TOC out of GE, but what about to other sytems?

There are three different CCDA MU2 Measures that QIE helps support. They include Transition of Care (TOC), Clinical Visit Summary (CVS), and View Download Transmit (VDT). Discussed below is how the MUActivityLog is updated for the GE Centricity application for each one.

 

Transition of Care (TOC)

The TOC CCDA document is automatically queued in the Centricity application after completion of a Referral workflow. QIE pulls this CCDA from Centricity and sends the TOC out to the Health Information Service Provider (HISP). Upon successfully receiving an ACK message back from the HISP QIE then automatically updates the GE MUActivityLog with an entry indicating the TOC was successfully sent.

Clinical Visit Summary (CVS)

The two methods for generating a CVS is to Print the CCDA and give it to the patient or Print to Chart and have it automatically sent to the HIE or Portal.

Print to Chart 

The CVS CCDA document is manually created in the Centricity application by right clicking on a signed document and choosing to "Create Clinical Visit Summary" and then "Save to Chart". QIE pulls the CVS CCDA from Centricity and sends the CVS CCDA out to the Health Information Exchange (HIE), or Portal. Upon receiving a successful ACK message back from the HIE or Portal QIE then automatically updates the GE MUActivityLog with an entry indicating the CVS was successfully sent.

Print or Save to File and provide to patient

The CVS CCDA document is manually created in the Centricity application by right clicking on a signed document and choosing to "Create Clinical Visit Summary" and then "Print" or "Save To File". The printed version or the file can then be provided to the patient. When this option is chosen the Centricity application will automatically update the MUActivityLog entry.

View Download Transmit (VDT)

The VDT CCDA document is automatically queued in the Centricity application when a new document is signed on the patient’s chart. A LinkLogic task (document or clinical summary) is setup to generate an HL7 messages of which QIE then uses as the trigger event to generate a CCDA. QIE then sends the VDT CDDA out to the HIE or Portal.

The VDT CCDA requires the action on the part of the patient to either View, Download, or Transmit their CCDA. Therefore, by default QIE does not update the MUActivityLog with an entry. In most cases the Health Provider will need to obtain this MU2 report from the HIE or Portal. However, if the HIE or Portal has the functionality to either periodically send to QIE or allow QIE to query the HIE or Portal for a report on which patients took one of the three actions then QIE can parse the report and updated the GE MU2ActivityLog for those patients.

 

Note:

  • Customers will need to contact GE for information on how to view the MU2 Activity Report from the Clinical Quality Reporting (CQR) server.
  • In addition to the three CCDA MU2 Measures QIE also supports sending Immunization and Syndromic Surveillance Documents to state registries.
